FCNRCD seeking bids for Trout Brook Reservoir Dam Removal in Berkshire, VT

The Franklin County Natural Resources Conservation District (FCNRCD) is seeking competitive bids to remove the Trout Brook Reservoir Dam in Berkshire, VT and restore the Trout Brook by an excavation contractor with experience in dam removal or in-river work or work of a similar nature. Work tasks will generally involve removal and disposal of concrete dam, upstream dam rock face, dam outlet works, and all dam appurtenances; removal of trees; removal of impounded sediment (~15,700 CY), haul and placement of fill, grading in restoration area and fill site, invasive species handling, river channel formation; stream channel restoration using onsite bed materials and logs (imported if necessary); floodplain restoration with wood; and site restoration. Project design plans are attached to the Request for Construction Bids. A mandatory pre-bid site meeting will be held April 23, 2025.
The goal of the project is to remove a failing dam and accumulated sediment to protect water quality, restore the stream channel, protect water utility infrastructure, and improve aquatic organism passage and habitat. The Trout Brook Reservoir Dam will be removed. The dam is owned by the Village of Enosburg Falls and the project is being managed by the Franklin County Natural Resources Conservation District (FCNRCD). This project is supported by a grant from the Vermont Agency of Natural Resources Clean Water Initiative Program, as administered by the Missisquoi Bay watershed Clean Water Service Provider. Project construction is anticipated between July 1, 2025 and October 1, 2025. Instream work periods will limit timing of portions of the work.
